MCPON (RET) TERRY SCOTT

10th Master Chief Petty Officer of the Navy

Master Chief Petty Officer of the Navy (Ret.) Terry D. Scott served as the 10th Master Chief Petty Officer of the Navy (MCPON) from April 22, 2002, to July 10, 2006, serving as the senior enlisted advisor to the Chief of Naval Operations and representing more than 350,000 active-duty and Reserve Sailors worldwide. During his tenure, he became widely respected for his unwavering commitment to Sailors, leadership development, operational readiness, and strengthening the role of the Navy's Chief Petty Officer.


Born in Buffalo, Missouri, and raised in Louisburg, Kansas, Scott enlisted in the United States Navy through the Delayed Entry Program in December 1976, entering active service in October 1977. Following Recruit Training, he completed Basic Enlisted Submarine School and Missile Technician "A" and "C" Schools, beginning what would become nearly three decades of distinguished naval service.

A Sailors Sailor

Throughout his career, MCPON Scott served aboard both ballistic missile submarines (SSBNs) and fast attack submarines (SSNs), later expanding his experience into aviation, intelligence, fleet, and joint assignments. His operational tours included service aboard USS John Adams (SSBN-620) and USS James Madison (SSBN-627), as well as leadership assignments supporting Commander, Submarine Squadron FOURTEEN in Holy Loch, Scotland. He also served as an instructor at the Fleet Ballistic Missile Submarine Training Center in Charleston, South Carolina, where he earned designation as a Master Training Specialist, reflecting his lifelong passion for developing Sailors and Chiefs. 


After graduating with Academic Honors from the U.S. Navy Senior Enlisted Academy, Scott held increasingly senior leadership positions, including Senior Enlisted Nuclear Weapons Technical Inspector for Commander, Submarine Force Atlantic, Chief of the Boat aboard USS Jacksonville (SSN-699), Command Master Chief at Naval Security Group Activity Winter Harbor, Maine, Command Master Chief of Strike Fighter Squadron (VFA) 192 "Golden Dragons" in Atsugi, Japan, and CNO-Directed Command Master Chief for U.S. Naval Forces Central Command/U.S. Fifth Fleet, supporting operations throughout the Middle East. 

Over the course of his career, MCPON Scott completed 15 operational deployments aboard ballistic missile submarines, fast attack submarines, and aircraft carriers. His deployments included operations throughout the Arabian Gulf, Western Pacific, North Atlantic, Mediterranean Sea, and strategic submarine deterrent patrols. His broad operational experience provided him with a unique understanding of the challenges facing enlisted Sailors across multiple warfare communities. 

As the 10th MCPON, Scott focused on improving quality of life, strengthening enlisted leadership, enhancing professional development, and preserving the heritage and standards of the Chief Petty Officer community. His approachable leadership style, operational credibility, and dedication to mentoring Sailors earned him tremendous respect throughout the Fleet.


MCPON Scott earned a Bachelor of Science degree from Southern Illinois University while serving on active duty, demonstrating his commitment to lifelong learning and professional growth. 

His personal decorations include the Legion of Merit, Meritorious Service Medal, five Navy and Marine Corps Commendation Medals, four Navy and Marine Corps Achievement Medals, and numerous unit, campaign, and service awards recognizing nearly thirty years of exemplary service to the United States Navy. 


Today, MCPON (Ret.) Terry D. Scott remains a highly respected voice in the Navy community, frequently speaking on leadership, the Chief Petty Officer Mess, military service, and the enduring values of honor, courage, and commitment. His legacy continues to inspire generations of Sailors and Chiefs who strive to lead with integrity, humility, and a steadfast dedication to those they serve.
