A Sailors Sailor
Throughout his career, MCPON Scott served aboard both ballistic missile submarines (SSBNs) and fast attack submarines (SSNs), later expanding his experience into aviation, intelligence, fleet, and joint assignments. His operational tours included service aboard USS John Adams (SSBN-620) and USS James Madison (SSBN-627), as well as leadership assignments supporting Commander, Submarine Squadron FOURTEEN in Holy Loch, Scotland. He also served as an instructor at the Fleet Ballistic Missile Submarine Training Center in Charleston, South Carolina, where he earned designation as a Master Training Specialist, reflecting his lifelong passion for developing Sailors and Chiefs.
After graduating with Academic Honors from the U.S. Navy Senior Enlisted Academy, Scott held increasingly senior leadership positions, including Senior Enlisted Nuclear Weapons Technical Inspector for Commander, Submarine Force Atlantic, Chief of the Boat aboard USS Jacksonville (SSN-699), Command Master Chief at Naval Security Group Activity Winter Harbor, Maine, Command Master Chief of Strike Fighter Squadron (VFA) 192 "Golden Dragons" in Atsugi, Japan, and CNO-Directed Command Master Chief for U.S. Naval Forces Central Command/U.S. Fifth Fleet, supporting operations throughout the Middle East.
Over the course of his career, MCPON Scott completed 15 operational deployments aboard ballistic missile submarines, fast attack submarines, and aircraft carriers. His deployments included operations throughout the Arabian Gulf, Western Pacific, North Atlantic, Mediterranean Sea, and strategic submarine deterrent patrols. His broad operational experience provided him with a unique understanding of the challenges facing enlisted Sailors across multiple warfare communities.
As the 10th MCPON, Scott focused on improving quality of life, strengthening enlisted leadership, enhancing professional development, and preserving the heritage and standards of the Chief Petty Officer community. His approachable leadership style, operational credibility, and dedication to mentoring Sailors earned him tremendous respect throughout the Fleet.
MCPON Scott earned a Bachelor of Science degree from Southern Illinois University while serving on active duty, demonstrating his commitment to lifelong learning and professional growth.
His personal decorations include the Navy Distinguished Service Medal, Legion of Merit, Meritorious Service Medal, five Navy and Marine Corps Commendation Medals, four Navy and Marine Corps Achievement Medals, and numerous unit, campaign, and service awards recognizing nearly thirty years of exemplary service to the United States Navy.
Today, MCPON (Ret.) Terry D. Scott remains a highly respected voice in the Navy community, frequently speaking on leadership, the Chief Petty Officer Mess, military service, and the enduring values of honor, courage, and commitment. His legacy continues to inspire generations of Sailors and Chiefs who strive to lead with integrity, humility, and a steadfast dedication to those they serve.
Selected for the Command Master Chief Program in 2002
Selected for the Command Master Chief Program in 2002, Beldo graduated as the honor student of her Senior Enlisted Academy class. She subsequently served as Command Master Chief of USS Bulkeley (DDG 84), Recruit Training Command Great Lakes, Naval Service Training Command, and USS Carl Vinson (CVN 70). Her leadership journey included several historic milestones: she became the first woman to serve as Command Master Chief of Recruit Training Command, the first Black woman to serve as Command Master Chief of an aircraft carrier, and the first woman and first Black senior enlisted leader to serve as Force Master Chief of Naval Education and Training Command.
In March 2013, she assumed duties as Fleet Master Chief for Manpower, Personnel, Training and Education. In that role, she served as the senior enlisted advisor for a domain responsible for recruiting, developing, educating, assigning, and supporting the Navy’s workforce. She traveled throughout the Fleet to listen directly to Sailors and families, communicate Navy policy, and advise senior leaders on personnel, training, professional development, quality of life, and readiness. She also helped communicate major personnel initiatives—including Sailor 2025 and enlisted rating modernization—while emphasizing that Sailors should have a voice in decisions affecting their careers and families.

Throughout her career, Fleet Master Chief Beldo championed mentorship, accountability, operational integrity, open communication, and the responsibility of leaders to develop those who follow them. Her leadership philosophy was grounded in knowing Sailors, understanding the mission, listening to diverse perspectives, and never allowing others to define a person’s potential. Reflecting on her journey, she has consistently credited the supervisors, peers, Chiefs, officers, and shipmates who challenged and guided her along the way.
Her personal decorations include the Legion of Merit, four Meritorious Service Medals, three Navy and Marine Corps Commendation Medals, three Navy and Marine Corps Achievement Medals, and numerous unit awards. In 2016, she was selected as the U.S. Navy Non-Commissioned Officer Award recipient during the Black Engineer of the Year Awards Stars and Stripes Dinner—an honor recognizing her decades of leadership, mentorship, professional excellence, and service to Sailors.
Fleet Master Chief Beldo holds a Bachelor of Science degree from Excelsior College and a Master of Arts degree in Management from American Military University. Following her retirement in January 2017, she continued serving others through executive human-resources leadership, veterans advocacy, public speaking, mentorship, and service on the Department of Veterans Affairs Advisory Committee on Women Veterans. She currently continues her professional leadership journey with USAA and holds the Professional in Human Resources and Human Resources Compliance Professional credentials.
Fleet Master Chief Beldo’s legacy is not defined solely by the barriers she broke, but by the doors she opened for others. Her career represents the very spirit of “Back to the Future: A Chief’s Legacy—Honoring Our Past, Leading Our Present, Shaping Our Future.” She remains an inspiring example of deckplate leadership, perseverance, service above self, and an unwavering commitment to developing the next generation of Navy leaders.
